A Fire Risk Assessment (FRA) for a Higher-Risk Building (HRB) is an in-depth, systematic review of fire safety arrangements, designed to identify hazards, evaluate risks, and evidence how they are controlled.
For an HRB – currently defined as a residential building over 18 metres (or 7 storeys) – the FRA must go beyond basic compliance. It should:
- Integrate with the building’s Safety Case Report
- Provide evidence for Building Assessment Certificate (BAC) applications
- Assess common parts and structural fire performance
- Evaluate person-centred risk for vulnerable residents
- Demonstrate ongoing competence and management controls

You must commission an FRA if you are:
- An Accountable Person (AP) or Principal Accountable Person (PAP) under the Building Safety Act
- A Managing Agent responsible for multi-occupancy residential blocks
- A Building Owner, Investor, or Developer preparing for Gateway 3 or Safety Case submission
- A Responsible Person under the Fire Safety Order
If your building is over 18 metres or 7 storeys, you are legally required to maintain a suitable and sufficient Fire Risk Assessment.
