In the UK, the duty holder (e.g. building owner, landlord, facilities manager) is legally responsible for ensuring asbestos is managed properly under the Control of Asbestos Regulations 2012 (CAR 2012). Even when third-party contractors carry out surveys or removal, the duty holder retains accountability for making sure work is done safely and documented correctly.

There are two main survey types under CAR 2012:
- Management Survey: non-intrusive inspection to locate and assess ACMs, routinely used while the building is occupied.
- Refurbishment / Demolition Survey: more intrusive and detailed, required before any renovation or demolition works, because it may require opening walls, floors or ceilings.

Asbestos assessments should be reviewed periodically, typically every 12 months, or more often if there are significant building changes, damage, or deterioration of materials. Re-inspection is essential to detect degradation, changes to use, or disturbances.
